The Ridge Road Fire District, New York State's FIRST FULLY ACCREDITED department, is searching for its next Fire Chief to lead the men & women that serve our community to the next levels in fire/rescue training, fire ground tactics, community involvement and leadership. Located in Monroe County, Greece, New York is 5 miles Northwest of Rochester and 64 miles East of Buffalo. The town benefits from easy access to the City of Rochester and surrounding towns in the Rochester metropolitan area. As of the 2010 United States census, the town had a total population of 96,095.
The town is located along the shores of Lake Ontario in the northern most part of Monroe County while bordering the City of Rochester and the towns of Gates, Hilton/Hamlin, and Spencerport. The Town is governed by an elected body of Councilmen and is led by an elected Supervisor. The town governance has no direct responsibility for the fire districts that serve the citizens.
Our culturally diverse population provides a deep look into the world population without needing to leave our community borders. The tax base is made up of mostly residential homes ranging up to a million dollars, light industry (Photonics, LiDestri Foods, Harris Corporation, KODAK Park), Rochester Regional Health and the Unity Hospital Campus, numerous retail establishments including The Mall At Greece Ridge and dining/entertainment/recreation opportunities abound.
Emergency services are provided to the town by;
•A town governed police department with 100 sworn personnel who patrol and protect 42 square miles
of land (which is 4 square miles larger than the City of Rochester)
•Two Paid Ambulance Companies; The Greece Volunteer Ambulance and Monroe Ambulance. Both provide basic to ALS coverage throughout the town and some services county-wide.
•Four Fire Districts; The Ridge Road Fire District, Lake Shore Fire District, North Greece Fire District & Barnard Fire District. The Ridge Road Fire District is the only district within the town that has a 100% paid career staff. The 3 remaining districts are combination paid/volunteer staff. Although each district provides mutual aid to one another, each district operates independently and is its own taxing authority.
The Ridge Road Fire District is governed by an elected “Board of Commissioners” with a broad depth of emergency service heritage and business acumen to provide a broader range of input to advocate for the tax payers that fund the department through real property tax. Each commissioner is elected to a 5-year term with no term limits.
The staff is led by the chief of the department who reports and serves at will to the board. The chief is supported by a Deputy Chief, 5 Battalion Chiefs, 4 Captains, 8 Lieutenants, Finance Administrator(s) and 50 line fire fighters that make up four divisions, operating out of 3 stations;
-Administration; The administration provides the “goals” and “vision” of the department through proactive and progressive management activities while empowering those on the line to meet the expectations of the board and the needs of the community.
-Operations; This is where the heart and soul of the RRFD lies – the line. These fire fighters are represented by the IAFF and stand ready to answer the call in excess of 7,000 times a year for a mixture of fire and EMS related calls, inspections & community service activities. The officers are equally represented by the Greece Uniformed Fire Officers Association and represent the longevity of the organization while embracing the heritage of the RRFD.
- Training; The Training Division researches, develops and implements an aggressive training program that includes evaluating, firefighting, medical procedures, hazardous materials, safety, & special rescue.
-Fire Prevention; The Fire Prevention Division takes the responsibility of public education to ensure all public buildings, (i.e. schools, churches, factories, and other buildings) are safe for those who work or visit them.
Graduation from high school or possession of an equivalency diploma plus EITHER:
(A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree plus three (3) years paid full-time or its part-time equivalent experience in a fire district as a Fire Captain or higher rank;
(B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree plus six (6) years volunteer* experience as a Fire Chief, Assistant Fire Chief or similar rank;
(C) An equivalent combination of experience defined by the limits of (A), and (B) above.
* Volunteer experience, for the purposes of these minimum qualifications, must be documented by submission of a signed letter from the chief/director of the participating district or department stating the title(s) of the positions and months and years of volunteer service.
The Ridge Road Fire District seeks an individual as a lateral transfer to our organization with the EXISTING NY STATE CIVIL SERVICE RANK OF CAPTAIN OR ABOVE – having served full-time for no less than 15 years, PLUS meeting the minimal time in grade as a Captain or above in a full-time capacity of 8 years or more, OR any equivalent combination of education and experience. Full-time success as a “Deputy Chief,” “Battalion Chief” or “Chief” capacity is preferred. This individual will hold the RANK of Captain and Title of “Chief.”
The candidate should be able to demonstrate a continuous personal improvement mentality through higher education post-degree either via advanced degree, certifications or instruction as a presenter or student.
In addition to basic firefighting and emergency medical service training and experience, the successful candidate should excel in face-to-face communications at all levels while providing a clear vision and expectations. This is especially important in sharing the district direction to the line, residents, town Supervisor, State and Federal Law Makers and the Board of Commissioners. He or she should have a broad width of experience in effective personnel supervision and management of staff, i.e. union negotiations, civil service matters, performance evaluations, staffing, disciplinary methods, etc. The Ridge Road Fire District seeks a candidate with a vast array of experience that augments the capabilities of the current staff. We want a proven leader who can appreciate our history, give clear direction for the department and utilize the talent pool of our line staff to reach that “next level and beyond.”
Internally, the chief will manage the development, planning, and implementation of Department goals and objectives either first-hand or through effective empowerment and delegation to the officers that support him or her. The candidate must be able to communicate effectively at public hearings and write in a clear, concise, and accurate manner. Experience preparing, managing and abiding by budgets is required.
Externally, the chief will be the liaison to the entire county emergency response system including other districts, the County Officers Association, communication with the town Fire Marshal’s office, the Supervisors and the County Executives staff when necessary. Once in place, the chief should have aspirations of continuous improvement thru training and involvement in related organizations that will benefit the goals of the district. He or she will work with the Civil Service Commission in the staffing of department positions.
Lastly, the chief should be able to break the mold of “how things were always done” and look to evaluate the department’s policies and procedures as well as the depth of knowledge the line brings to the organization while making adjustments as necessary in a fair and concise manner.
The salary range for the Ridge Road Fire District Fire Chief
position is $120,000 to $130,000 depending on experience. There is a 1-year probationary period. The appointment will be made within the range, dependent upon qualifications and experience.
